Only to find that they didn't have the skill or knowhow to make good games, so they upload and get their 0.20 of ad revenue (and GumPoints here, or just Points over and Kongregate). Some people are so desparate that they upload s###ty animations (and by s##ty I mean one guy uploaded a stick figure kick-bouncing a soccer ball that didn't even have a basic "play again" button--it just looped).
